A criminal record or rap
sheet, is a compilation of an individual's identification,
arrest, conviction (law), incarceration, legal status, sex
offender registration, warrant information, and other
relevant criminal history.
Its primary goal is to provide a
comprehensive criminal history for an individual to be used
for many purposes, including for identification, assistance
in developing suspects in an ongoing criminal investigation,
and for enhanced sentencing in criminal prosecutions.

State
/ Governor Granted Pardons
A pardon is the forgiveness of a crime and the penalty
associated with it. It is granted by a sovereign power, such as
a chief of state.
In general, matters that lie
entirely within state borders are the exclusive concern of state
governments. These include internal communications; regulations
relating to property, industry, business, and public utilities;
the state criminal code; and working conditions within
the state.
Most state Constitutions grant the
chief executive (Governor) the authority to grant a pardon to
those who have demonstrated a high standard of constructive
behavior following their conviction.
A pardon will restore all rights of which were taken away from
the individual upon conviction.
